Last year, while the spread of the novel coronavirus infection was seen until the end of the year, guidelines, etc. that restrict economic activities were not invoked, “COVID-19 habituation” spread to the world for better or worse, and various festivals and events were revived “for the first time in 3 years,” and movements were seen all over the country. The Shinkin Bank, where I serve as a part-time advisor, has been responsible for hosting the “Setagayaboro City” event as a community contribution activity, and this was also the first time in three years that it was held.
However, when I asked the staff, they said that the impact of the three-year gap was significant, such as the fire department, police, shopping associations, department in charge of the administration side, etc., and due to the transfer of people during this time, there were almost no people familiar with the circumstances, and they were just confused because there were so many things they didn't understand. “Knowledge is in the field.” However, it is said that they were keenly aware of exactly that.
On the other hand, there are many people who have been looking forward to this resumption. Eating and drinking are only takeout, and traffic on streets and alleys is being revived while deciding and guiding voluntary rules, etc., but there is also a daikan patrol procession where the new chairman of the Shinkin Bank (lineage of a bona fide Setagaya daikan) is dressed as a daikan. By the way, the author has been involved in the spread of civil trusts as my life's work, and this scheme has progressed greatly over the past three years without worrying about the COVID-19 pandemic, and has now become a well-known scheme in the judicial scrivener, tax accountant, lawyer, and administrative scrivener industry.
Specific examination cases have been underway over the years since last year to see if the civil trust scheme can be applied to the old building rebuilding business. The commercial and residential building, which was originally newly built by multiple landowners as an equivalent exchange business with construction developers, was constructed as a building with ground rights set to this while multiple landowners owned the land as the ground. The developer sold the part obtained by equivalent exchange as a sectional building (with quasi-shared interest in ground rights) condominiums, and now it is real estate shared and sectioned by various rights holders. The ground rights set at 60 years will expire in a few more years, and obsolescence and aging of buildings have progressed, making it an age suitable for rebuilding. In order to unify the rights of a wide variety of rights holders involved in this building, the intention is to establish a corporation to promote the rebuilding business, trust the rights holder's rights to this, and carry out rebuilding as a trust business. It seems that similar cases, such as the dilapidated “New 00 Building,” will come up one after another in the future, so I would like to realize it as a forerunner, but it will be a case where “knowledge of the field” will be tested.
